BILL 7 is a Real Estate Investment & Development Stimulus Initiative, signed into law in 2019 as Ordinance 19-8, created by the City & County of Honolulu as a five-year program to address:

  • The scarcity of affordable rental housing available to working families.

  • The high cost of construction and restrictive zoning deterring property owners and developers from building multi-family workforce housing.
